MAINBOARD_BLOBS_DIR is defined the same way by
picasso/cezanne/mendocino/phoenix/glinda and unused by stoneyridge, so
move it to a common area.
This makefile variable is currently only used to locate APCB blobs for
the different mainboards.
Add a Kconfig option to point to the APCB blobs directory. This allows
simple overriding to locations such as site-local.

PSP verstage can access the boot device either in Programmed I/O mode or
DMA mode. Introduce a boot device driver and use the appropriate mode
based on the SoC support.

Since the binaryPI glue code is specific to a binary interface, but not
for a hardware block, move it out of the common blocks directory. This
also brings the binaryPI support in line with the FSP support which is
used on the newer generations. This also drops the
SOC_AMD_COMMON_BLOCK_PI Kconfig option and makes use of the already
existing SOC_AMD_PI Kconfig option instead.

By renaming the AMD SOC common Kconfig file the wildcard to source all
AMD SoC-specific Kconfig files won't match to it and it can be sourced
after all SoC-specific Kconfig files in the sub-directories are sourced.
This change allows adding new SoCs without having to edit the soc/amd
Kconfig file.
