After adding code to handle the case of missing the link/bus on the CPU
cluster device in mp_cpu_bus_init, there's no need to have the LAPIC
device in the devicetree any more.
TEST=Mandolin still boots successfully.

Power down the eMMC controller via the AOAC interface when it's not
enabled in the devicetree.
BUG=b:184978118
TEST=On guybrush the unused eMMC controller is disabled in AOAC after
applying this patch. Before this patch it was enabled.

Add uart controller to chipset.cb and leave it off by default.
Turn uart0 on for console for mainboards.

With the aliases some of the comments are redundant. I'm still not sure
if the Ethernet controller on the embedded SKUs supports 10G or only 1G.

This change adds a minimal chipset tree with only two devices:
1. Domain
2. GNB root complex
This allows sconfig to generate the config structure for SoC root
device that is used by config_of_soc().
