To allow adjusting the phase shift of the various I/O signals, the
memory controller contains several PIs (Phase Interpolators). These
devices subdivide a QCLK (quarter of a clock cycle) in 64 `ticks`,
and the desired phase shift is specified in a register. For shifts
larger than one QCLK, there are `logic delay` registers, which allow
shifting a whole number of QCLKs in addition to the PI phase shift.
The number of PI ticks in a QCLK is often used in raminit calculations.
Define the `QCLK_PI` macro and use it in place of magic numbers. In
addition, add macros for other commonly-used values that use `QCLK_PI`
to avoid unnecessarily repeating `2 * QCLK_PI`, such as `CCC_MAX_PI`.
Tested with BUILD_TIMELESS=1, Asus P8Z77-V LX2 does not change.

To replace the register writes with assignments to struct fields, we
would need to have the values as parameters of a single macro. So,
split the raw value of `IOSAV_n_SP_CMD_CTRL_ch` in two parts. Note that
the single command that sets bit 17 is likely wrong, but it will be
fixed after refactoring. For now, we'll treat it as part of `ranksel`.
Move the parameters of `ADDR_UPDATE` into the top-level IOSAV macro.
Hopefully, this will be enough to replace the underlying implementation.

Instead of storing an int with a single bit of information taken from
the CPUID, we might as well store the actual CPUID. And since we are
changing the definition of the saved data, bump the version number.
Tested on Asus P8Z77-V LX2, still boots fine.

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

Tested with a pair of GSkill F3-1866C9-8GSR.
This makes sure in particular that we honor the CMD rate requested by
the XMP profile. This memory kit needs a CMD rate of 2 to be stable at
DDR3-1600 and up, even though it passes training at 1.
Also respect requested CWL to match vendor firmware and for a potential
increase in performance. The tested kit requests a tighter value than
the per-frequency table provides and has shown to be stable using that
setting.
