Use the common SMM_TSEG code to relocate the smihandler to TSEG.
This also caches the TSEG region and therefore increases MTRR usage a
little in some cases.
This fixes S3 resume being broken introduced by CB:25594
"sb/intel/i82801gx: Use common Intel SMM code".
Currently SMRR msr's are not set on model_1067x and model_6fx since
this needs the MSRR enable bit and lock set in IA32_FEATURE_CONTROL.
This will be handled properly in the subsequent parallel mp init
patchset.
Tested on Intel d945gclf and Lenovo Thinkpad X60.

Don't use scratchpad registers when we have romstage_handoff
to pass S3 resume flag. Scratchpad register was read too
late in ramstage so acpi_is_wakeup_s3() did not evaluate
correctly.
This fixes low memory corruption at 0x1000-0x102c and the lack
of coreboot tables (util/cbmem not working) after S3 resume.
This also fixes console log from reporting early in ramstage

On i945 the vram size is the default 8mb. It is also possible
to set it 1mb or 0mb hardcoding the GGC register in early_init.c
The intel documentation on i945, "Mobile Intel® 945 Express Chipset
Family datasheet june 2008" only documents those three options.
They are set using 3 bits. The documententation also makes mention
of 4mb, 16mb, 32mb, 48mb, 64mb but not how to set it.
The other non documented (straight forward) bit combinations allow
to change the VRAM size to those other states.
What this patch does is:
- add those undocumented registers with their respective vram size to
the i945 NB code;
- make this a cmos option on targets that have this northbridge.
TEST: build, flash to target, set cmos as desired and boot linux.
On Debian it can be found using "dmesg | grep stolen".
NOTE: dmesg message about reserved vram are quite different depending
on linux version

As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.
However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.
util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.

Commit 2d42b340034ff005693482ef9ca34ce3e0f08371 changed the
variable MTRR setup and removed compensation of uma_memory_size in
the cacheable memory resources.
Since the cacheable region size was no longer divisible by a large
power of 2, like 256 MB, this caused excessive use of MTRRs.
As first symptoms, slow boot with grub and poor user response.
As a solution, register the actual top of low ram with ram_resource(),
and do not subtract the UMA/TSEG regions from it.
TSEG may require further work as the original did not appear exactly
right to begin with. To have UMA as un-cacheable, use uma_resource().

Use of the uma_memory_base and _size variables is very scattered.
Implementation of setup_uma_memory() will appear in each northbridge.
It should be possible to do this setup entirely in northbridge
code and get rid of the globals in a follow-up.

The following functions are moved to devices/device_util.c:
- ram_resource()
- tolm_test()
- find_pci_tolm()
There are only two tolm_test() / find_pci_tolm() which differ from the
defaults, one of them can easily be eliminated in a follow-up patch,
maybe even both, but for now keep it simple and only eliminate the majority.

Major changes:
1. Separate resource allocation into:
A. Read Resources
B. Avoid fixed resources (constrain limits)
C. Allocate resources
D. Set resources
Usage notes:
Resources which have IORESOURCE_FIXED set in the flags constrain the placement
of other resources. All fixed resources will end up outside (above or below)
the allocated resources.
Domains usually start with base = 0 and limit = 2^address_bits - 1.
I've added an IOAPIC to all platforms so that the old limit of 0xfec00000 is
still there for resources. Some platforms may want to change that, but I didn't
want to break anyone's board.
Resources are allocated in a single block for memory and another for I/O.
Currently the resource allocator doesn't support holes.
