Change OEM ID values to 6 characters to fix error compiling with IASL
version 20180427.
Also update table creator to 8 characters from 7.

The SB600 code had the base address of the HPET hardcoded throughout.
It looks like the plan was to have it be updated in ACPI if needed,
but this wasn't ever implemented. The variable names being used to
do this update were the same, causing an IASL warning. Because of
this, the operation to update the HPET address actually did nothing.
This was fine, because it didn't actually need to be updated.
- Replace all that code with a #define.
- Add and update some comments in the same area.
Fixes IASL warning:
dsdt.aml 1505: Store(HPBA, HPBA)
Warning 3023 - ^ Duplicate value in list (Source is the
same as Target)

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.

Replace the AMD SMBus section with the equivalent SB800 smbus.asl
include or remove already commented-out sections.
Verified by running the cpp preprocessor over the DSDTs and diffing the
results against this patch.
The only change is in src/mainboard/siemens/sitemp_g1p1/dsdt.asl, where
someone added RADD and SADD to the OpRegion, but those are unused, so
removing them is fine.

As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.
However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.
util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.

(relatively) arbitrary limit as useful for MMIO. Unfortunately
the HyperTransport configuration disagreed. Make them match up.
Other boards are not affected since they don't report any region
for that purpose at all (it seems).

It sneaked in without it's dependencies and, therefore, broke the build for
all amdk8 targets. Paul Menzel already commented on the issue in [1]. It
also doesn't look like the dependencies would be pulled soon [2].

In the file `COPYING` in the coreboot repository and upstream [1]
just one space is used.
The following command was used to convert all files.
$ git grep -l 'MA 02' | xargs sed -i 's/MA 02/MA 02/'

We used several names for that same value, and hardcoded the value
at some more places.
They're all LOCAL_APIC_ADDR now (except for lapic specific code
that still uses LAPIC_DEFAULT_BASE).

The code is loosely based on AMD dbm690t (and copied from there)
and adapted to match the Siemens SITEMP-G1 board.
It boots both Linux and Windows XP (and if it doesn't then complain
with me [Patrick] because in that case I must have messed it up when
integrating the patch)
