This patch replaces and cleans up the redundant PTN3460 driver files in
/mainboard/siemens directories by using the now available driver in
src/drivers/i2c/ptn3460 and providing mainboard specific functions to
the driver.
TEST=Display is working on Siemens mainboards (e.g. mc_tcu3, mc_apl1, ...).

This patch creates a common instance of sleepstates.asl inside intel common
code (southbridge/intel/common/acpi) and asks all IA CPU/SOC code to
refer sleepstates.asl from common code block.
TEST=Able to build and boot Hatch and ICL DE system. Dump DSDT.asl to verify
S0/S3/S4/S5 entries after booting to OS.

Refactor I2C driver for fsp_baytrail to match the coreboot supported I2C
bus device structure. The internal I2C controllers are now handled by
the generic PCI driver approach and generic I2C access is enabled.
As orientation for the I2C code the actual solution from
soc/intel/apollolake I2C was taken. All the I2C specific parts were
removed from lpss.c and have been implemented in the I2C driver.
Future merge to soc/intel/common/block/i2c/i2c.c would be possible.
With this patch I2C chip devices can now be used in devicetree.
TEST=Booted siemens/tcu3 and verified that access to PTN3460 worked.

As far as I can see this Kconfig option was used wrong ever since it
was added. According to the commit message of 107f72e (Re-declare
CACHE_ROM_SIZE as aligned ROM_SIZE for MTRR), it was only necessary
to prevent overlapping with CAR.
Let's handle the potential overlap in C macros instead and get rid
of that option. Currently, it was only used by most FSP1.0 boards,
and only because the `fsp1_0/Kconfig` set it to CBFS_SIZE (WTF?).

Baytrail SoC has a bug where in some cases the DisplayPort can hang
leading to a non-working display (it just stays black). To avoid this
hang, a patch was introduced in 02/2016
(1c3b1112fa - fsp_baytrail: Fix a possible hanging DisplayPort)
but per default not switched on so that each
mainboard can decide if it wants to use this patch or not.
Recently a new case of this bug was reported by Benoit Sansoni
(benoit.sansoni@kontron.com) and he requested to enable this fix per
default as it costs him a lot of time to find the cause and even the
already available fix in coreboot. To avoid this effort for someone
else in the future we can enable this fix per default as no negative
side effects are known and it is now tested at Siemens and at
Kontron on different mainboards with success.
As the goal is to enable this code permanently the config switch is not
longer needed and is removed.

Since commit 3bfd7cc (drivers/pc80: Rework normal / fallback selector
code) the reboot counter stored in `reboot_bits` isn't reset on a reboot
with `boot_option = 1` any more. Hence, with SKIP_MAX_REBOOT_CNT_CLEAR
enabled, later stages (e.g. payload, OS) have to clear the counter too,
when they want to switch to normal boot. So change the bits to (h)ex
instead of (r)eserved.

Devices that have their interrupt routing set to A, A, A, A don't get
any interrupt values assigned because that series evaluates to 0. The
code that sets the interrupt values checks to make sure a value is set
by verifying that it's not 0. On Bay Trail, these are all
single-function graphics devices, so by changing one of the unused
interrupt lines from A to any other value, it assigns the values
correctly.
This issue did not affect ACPI interrupt routing.
This is just a workaround, and the root issue still needs to be fixed.

The reason for hardcoding the position of the MRC cache was to satisfy
the alignment to the erase size of the flash chip. Hardcoding is no
longer needed, as we can specify alignment directly. In the long term,
the MRC cache will have to move to FMAP, but for now, we reduce
fragmentation in CBFS.
Note that soc/intel/common hardcoding of mrc.cache is not removed, as
the mrc cache implementation there does not use CBFS to find the cache
region, and needs a hardcoded address.

Because of a misunderstanding of how Kconfig files are parsed, the
OVERRIDE_MRC_CACHE_LOC symbol was added to make sure that the value
was correctly set. This is not needed unless for some reason the
Kconfig parser is suddenly rewritten to parse everything differently.
At some point, the value in the FSP's Kconfig file was updated to
OVERRIDE_CACHE_CACHE_LOC, while the entries in the mainboard
Kconfig files were not updated. This resulted in the default values
not getting set correctly by default on the FSP Bay Trail boards.
This removes the whole bunch of incorrect and unnecessary symbols and
just sets the default for the MRC cache location directly.

A new CBFS API is introduced to allow making CBFS access
easier for providing multiple CBFS sources. That is achieved
by decoupling the cbfs source from a CBFS file. A CBFS
source is described by a descriptor. It contains the necessary
properties for walking a CBFS to locate a file. The CBFS
file is then decoupled from the CBFS descriptor in that it's
no longer needed to access the contents of the file.
All of this is accomplished using the regions infrastructure
by repsenting CBFS sources and files as region_devices. Because
region_devices can be chained together forming subregions this
allows one to decouple a CBFS source from a file. This also allows
one to provide CBFS files that came from other sources for
payload and/or stage loading.
The program loading takes advantage of those very properties
by allowing multiple sources for locating a program. Because of
this we can reduce the overhead of loading programs because
it's all done in the common code paths. Only locating the
program is per source.

As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.
However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.
util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.

This change switches all mainboard vendors and mainboards
to be autoincluded by Kconfig, rather than having to be mentioned
explicitly.
This means, vendor and mainboard directories are becoming more
"drop in", e.g. be placed in the coreboot directory hierarchy
without having to modify any higher level coreboot files.
The long term plan is to enable out of tree mainboards / components
to be built with a given coreboot version (given that the API did
not change)
