Add new librem_whl baseboard and Librem Mini variant.
Tested with SeaBIOS, Tianocore, and Heads payloads.
All functions working normally except SATA, which is limited
via a FSP UPD to 3Gbps until the correct HSIO PHY settings
can be determined.
