There is no enumerate_buses() today and also no trace of it in our
repository. Also, in current terms, mainboard_enable() is called
as the very first thing in our enumeration so the comment seems
misleading.

For Sandy Bridge boards with MRC raminit support, migrate as much
MRC settings to devicetree as possible, to stop mainboard code from
needlessly overwriting entire PEI data structure, so they will not
interfere with upcoming transition to one standard Haswell way of
providing SPD info to northbridge.
Some exceptions allowed are described below and in code comments.
SPD-related items are kept out of devicetree for now. They will be
migrated (with a different representation) with the Haswell SPD
transition.
google/{butterfly,link,parrot,stout} have max DDR3 frequency set in
pei_data to 1600 (2*800), but in devicetree to 666. The reason for the
difference seems to be problems with native raminit code. These are
converted into ternaries tied to CONFIG_USE_NATIVE_RAMINIT, with an
added "fix me" tag. asus/p8x7x-series also needs the same treatment,
based on testing various memory on p8z77-m hardware.
TEST=Builds on all affected boards. asus/p8z77-m still works with multiple RAM modules tested.

To help identify the licenses of the various files contained in the
coreboot source, we've added SPDX headers to the top of all of the
.c and .h files. This extends that practice to Makefiles.
Any file in the coreboot project without a specific license is bound
to the license of the overall coreboot project, GPL Version 2.
This patch adds the GPL V2 license identifier to the top of all
makefiles in the mainboard directory that don't already have an SPDX
license line at the top.

Of the 13 mainboards that implement mainboard_should_reset_usb() hook,
all but one do the same: Stop MRC from resetting USB when resuming
from S3 suspend.
This hook turns out is only here to facilitate a USB reset workaround
on samsung/stumpy for an old ChromeOS kernel which is no longer needed.
Drop the workaround, the hook, and headers no longer used.
roda/rv11/early_init.c is left with no useful code after this patch,
so drop it entirely from both bootblock and romstage.

Drop the `hyper_threading` CMOS option from most boards, as it's most
likely not working properly and causing problems. The main reasons to
remove the option are:
* The used enum is backwards (0 ---> Enable, 1 ---> Disable)
* Platform/SoC code does not honor the `hyper_threading` option
Also, remove the now-unused enum used by the `hyper_threading` option.

Both the HPET_BASE_ADDRESS define from arch/x86/include/arch/hpet.h and
the HPET_ADDRESS Kconfig option define the base address of the HPET MMIO
region which is 0xfed00000 on all chipsets and SoCs in the coreboot
tree. Since these two different constants are used in different places
that however might end up used in the same coreboot build, drop the
Kconfig option and use the definition from arch/x86 instead. Since it's
no longer needed to check for a mismatch of those two constants, the
corresponding checks are dropped too.

Currently, the MMCONF Kconfigs only support the Enhanced Configuration
Access mechanism (ECAM) method for accessing the PCI config address
space. Some platforms have a different way of mapping the PCI config
space to memory. This patch renames the following configs to
make it clear that these configs are ECAM-specific:
- NO_MMCONF_SUPPORT --> NO_ECAM_MMCONF_SUPPORT
- MMCONF_SUPPORT --> ECAM_MMCONF_SUPPORT
- MMCONF_BASE_ADDRESS --> ECAM_MMCONF_BASE_ADDRESS
- MMCONF_BUS_NUMBER --> ECAM_MMCONF_BUS_NUMBER
- MMCONF_LENGTH --> ECAM_MMCONF_LENGTH

If the VGA BIOS file path for `VGA_BIOS_FILE` in a mainboard's Kconfig
does not exist in the coreboot tree (including submodules), drop it.
These files should be stored in the `site-local` subdirectory and the
paths specified for each board in `site-local/Kconfig`. For example:
config VGA_BIOS_FILE
default "site-local/x200_vbios.bin" if BOARD_LENOVO_X200
Note that this is just an example. There are better ways to structure
one's `site-local` subfolder. Using the `CONFIG_MAINBOARD_DIR` option
would be one of them, though variants may still need special handling.
Also, update autoport to not generate `VGA_BIOS_FILE` defaults.

This change moves all ACPI table support in coreboot currently living
under arch/x86 into common code to make it architecture
independent. ACPI table generation is not really tied to any
architecture and hence it makes sense to move this to its own
directory.
In order to make it easier to review, this change is being split into
multiple CLs. This is change 3/5 which basically is generated by
running the following command:
$ git grep -iIl "arch/acpi" | xargs sed -i 's/arch\/acpi/acpi\/acpi/g'

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

Changes allow to use the integrated panel logic (power sequen-
cing and backlight control) for more connectors. The Kconfigs
GFX_GMA_PANEL_1_PORT and GFX_GMA_PANEL_2_PORT can now be set
to any port, e.g.
config GFX_GMA_PANEL_1_PORT
default "DP3"
Now that the panel logic is not tied to the `Internal` port
choice anymore, we can properly split it into `LVDS` and `eDP`.
This also adds Comet Lake PCI IDs which should still work the
same as Kaby and Coffee Lake.

There is some overlap between romstage and bootblock.
LPC setup and BAR initialization is now done twice.
The rationale is that the romstage should not depend too
much on the bootblock, since it can reside in a RO fmap
region.
Enabling the console will be done in a followup patch.

The processor P_BLK doesn't support throttling. This behaviour could be
emulated with SMM, but instead just update the FADT to indicate no support
for legacy I/O based throttling using P_CNT.
We have _PTC defined in SSDT, which should be used in favour of P_CNT by
ACPI aware OS, so this change has no effect on modern OS.
Drop all occurences of p_cnt_throttling_supported and update autoport
to not generate it any more.
