Introduce a sandybridge-style devicetree setting for SPD addresses,
and use it instead of runtime code in mb_get_spd_map() for all
haswell boards without CONFIG(HAVE_SPD_IN_CBFS) - effectively all
boards except google/slippy.
Patch also covers recently added Z97 boards using Broadwell MRC.
Also update util/autoport to match.
abuild passes for all affected boards.
autoport builds, but otherwise untested.

The cpu cluster is always present and it's the proper device to contain
the settings that need to be applied to all cpus. This makes it possible
to remove the fake lapic from devicetrees.

Basking Ridge is not ULT, thus does not support C-states deeper than C7.
Replace them with the values used by all other Haswell non-ULT boards to
allow subsequent commits to cleanly factor them out of the devicetree.

The other two modes are not used by any mainboard, and the code seems to
be copied from older southbridges. As the code looks incorrect, drop it.

If bit 7 of a PIRQ route is set, it is disabled. Modern OSes don't use
PIRQ routing, so we might as well zero the other bits for consistency.
Tested on Asrock B85M Pro4 with SeaBIOS 1.13.0, still boots.

Old igd.asl had inconsistent addresses (between _DOD and actual device)
and ghost devices. Any of those is enough to make brightness on windows
fail and make igd.asl out-of-ACPI-spec. Also old code favoured ridiculous
copying of the same thing 6 times per chipset. Leave only hooking up and
chipset-specific part in chipset directory. Move NVS handling and ACPI-spec
parts to a common file.

Remove dependency of Haswell on cpu/intel/socket_rpga989 code,
which is a carry-over from Sandy Bridge/Ivy Bridge and older
coreboot conventions where features were structured around socket types.
Add CPU-specific options to Kconfig and required subdirs to
Makefile.inc which are curently included with socket_rpga989.
TEST=successfully built and booted on google/panther

The c-states are configured according to the BWG, however the
package c-states are disabled as they currently cause platform
instability. The exposed ACPI c-state to processor c-state mapping
are as follows for ULT boards:
ACPI(C1) = MWAIT(C1E)
ACPI(C2) = MWAIT(C7S long latency)
ACPI(C3) = MWAIT(C10)
The non-ULT boards have an expoed c-state mapping:
ACPI(C1) = MWAIT(C1E)
ACPI(C2) = MWAIT(C3)
ACPI(C3) = MWAIT(C7S)
Included in this patch is removing the updating of current limit
registers as some of the MSRs are different and the proper values
are currently unknown. Lastly, some of the MSRs were renamed to
match the BWG.
Booted 3.8 kernel and used powertop to note package, core, and acpi
c-state residency.

This makes use of the new functions from pmutil.c that take
care of the differences between -H and -LP chipsets.
It also adds support for the LynxPoint-LP GPE0 register block
and the SMI/SCI routing differences.
The FADT is updated to report the new 256 byte GPE0 block on
wtm2/wtm2 boards which is too big for the 64bit X_GPE0 address
block so that part is zeroed to prevent IASL and the kernel
from complaining about a mismatch.
This was tested on WTM2. Unfortunately I am still unable to get an
SCI delivered from the EC but I suspect that is due to a magic
command needed to put the EC in ACPI mode. Instead I verified that
all of the power management and GPIO registers were set to expected
values.
I also tested transitions into S3 and S5 from both the kernel and
by pressing the power button at the developer mode screen and they
all function as expected.

The baskingridge has a non-zero alt_gp_smi_en value in the
devicetree.cb file. It has just to be determined which GPI
pins should trigger an SMI on basking ridge. Without this change
the board would hang during boot (presumably through a SMI flood).
No more hangs once the value is zero.
