They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

Liara auto restart issue is caused by memory access error and consequent
kernel panic. To solve this issue, revert the CL:1243666 (Disable
NbP-state on Liara) and use 2T mode instead.

TEST=verify the 2T mode is enabled/boot into ChromeOS and no auto restart/run
memtester passed 10 cycle.

PsPPBalanceLow (Gen1 speed).

Setting default PSPP setting to BalancedLow was causing audio
playback issue in most of the units. With BalancedLow either there
was no sound or noise on playback.
Switching to BalancedHigh as default option.

Its spreading copies got out of sync. And as it is not a standard header
but used in commonlib code, it belongs into commonlib. While we are at
it, always include it via GCC's `-include` switch.
Some Windows and BSD quirk handling went into the util copies. We always
guard from redefinitions now to prevent further issues.

STAPM programming was created inside function OemCustomizeInitEarly().
It should be SOC specific, and called by agesawrapper just before the
call to OemCustomizeInitEarly().

Default STAPM percentage causes a lot of thermal throttling on grunt.
AMD experimented with 80%, it works for grunt. This is initial code to
provide easy change path for other grunt based platforms.

The Port initializer had been changed from PortDisabled to PortEnabled,
but engine inializer hadn't been updated from PcieUnusedEngine to
PciePortEngine. Update this so the port works.
Also change disabled port to PcieUnusedEngine.

- Grunt moved the EMMC chip to port 2, where Kahlee had the SD reader on
PCIe port 1, so move the OemCustomize file into the variant directory.
- Add comments in baseboard version so it's easier to understand.
- Update reset pins, put the definitions in gpio.h
