There's no generic way to tell whether a mainboard has an EC or not.
Making Kconfig symbols for these options seems overkill, too. So, just
put them on the devicetree. Also, drop unnecessary assignments when the
board's current value is zero, as the struct defaults to zero already.

Flesh out the PCH configuration into a separate chip. Keep it within the
Broadwell SoC directory for now, to ease moving files around. The boards
were prepared beforehand and the devicetrees require next to no changes.
Tested on out-of-tree Acer Aspire E5-573, still boots.

All boards disable PIRQs, except purism/librem_bdw. Since IRQ0 is
invalid and modern OSes don't use PIRQ routing, disable the PIRQs.

If bit 7 of a PIRQ route is set, it is disabled. Modern OSes don't use
PIRQ routing, so we might as well zero the other bits for consistency.
Tested on Asrock B85M Pro4 with SeaBIOS 1.13.0, still boots.

With commits 9987534 [southbridge/intel: Remove leftover TPM ACPI code]
and 66ce18c [soc/intel: Remove legacy static TPM asl code] removing
TPM ASL code from the southbridge's LPCB device, the LPC TPM chip driver
(drivers/pc80/tpm) must be added to devicetree in order to ensure the
new acpigen code is used to replace it.
Test: boot various google/samsung boards, verify SSDT created with
LPBC.TPM device and TPM visible to and usable by SeaBIOS and Linux

Combine existing boards google/guado, rikku, and tidus using
their common reference board google/jecht as a base.
Additional changes besides simple consolidation include:
- simplify power LED functions
- simplify HDA verb definitions using azelia macros
- use common SoC functions to generate FADT table
- correct FADT table header version
- remove unused haswell_pci_irqs.asl
- remove unused header includes (various)
- set sane default fan speed (0x4d) for all variants
Variant setup modeled after google/beltino
