Convert chell to a variant of glados Skylake reference board:
- add chell-specific DPTF, EC config, USB port defs, GPIO config,
NHLT config, PEI data, VBT, SPD data, and devicetree
- add romstage handler to turn on keyboard backlight for boards
so equipped
- remove existing chell board/directory
Test: build/boot google/chell, verify functionality unchanged
from pre-variant configuration

Use the ACPI generator for creating the Chrome OS gpio
package. Each mainboard has its own list of Chrome OS
gpios that are fed into a helper to generate the ACPI
external OIPG package. Additionally, the common
chromeos.asl is now conditionally included based on
CONFIG_CHROMEOS.

Provide an option for including the NHLT blobs within the
glados mainboard directory while also adding the ACPI NHLT
table generation that the current hardware supports.

BRANCH=None
TEST=Built and booted. Headphones, speakers, and mic on camera
emits and creates sound albeit not the greatest.

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.
