Add CHROMEOS dependencies to selects for the following Kconfig
symbols:
CHROMEOS_RAMOOPS_DYNAMIC
CHROMEOS_RAMOOPS_NON_ACPI
CHROMEOS_VBNV_CMOS
CHROMEOS_VBNV_EC
CHROMEOS_VBNV_FLASH
EC_SOFTWARE_SYNC
LID_SWITCH
RETURN_FROM_VERSTAGE
SEPARATE_VERSTAGE
VBOOT_DISABLE_DEV_ON_RECOVERY
VBOOT_EC_SLOW_UPDATE
VBOOT_OPROM_MATTERS
VBOOT_STARTS_IN_BOOTBLOCK
WIPEOUT_SUPPORTED
This gets rid of these sorts of Kconfig errors:
warning: BOARD_SPECIFIC_OPTIONS selects CHROMEOS_VBNV_EC which has
unmet direct dependencies (MAINBOARD_HAS_CHROMEOS && CHROMEOS)
Note: These two boards would never actually have CHROMEOS enabled:
intel/emeraldlake2 has MAINBOARD_HAS_CHROMEOS commented out
google/peach_pit doesn't have MAINBOARD_HAS_CHROMEOS

This code is not specific to ChromeOS and is useful outside of it.
Like with small modifications it can be used to disable TPM altogether.

For boards with MAINBOARD_HAS_CHROMEOS, we should also
state what kind of storage is available for vboot's
non-volatile data.
The flags are taken from the chromium repository and
have no effect with CHROMEOS disabled.

I thought this wasn't going to work, and observing the timC detection
failure of early tests, I was getting somewhat discouraged; however,
this works. I've tried it with all possible permutations of the
following memory modules:
* 2 GiB single-rank DDR3-1600
* 4 GiB single-rank DDR3-1600
* 4 GiB dual-rank DDR3-1600
I did notice a limited number of memtest errors during one of the
runs, but they were in an address range that is otherwise marked as
reserved. I wrote that off as "maybe something was doing MMIO there
just when memtest was poking the address range". I was not able to
reproduce that error.

This config is used only to generate PIRQ table. If no such table is
supplied there is no need for config.

Remove use of global variables uma_memory_base and uma_memory_size
from builds with Intel northbridges, as these variables can be kept
within the chipset or even as stack locals.
Intel platforms have no functional implemenation for option GFXUMA.
If we did implement some choice between external and integrated graphics,
it needs to be named in less obscure fashion.

CONFIG_ARCH is a property of the cpu or soc rather than a property of the
board. Hence, move ARCH_* from every single board to respective cpu or soc
Kconfigs. Also update abuild to ignore ARCH_ from mainboards.

This reverts commit de1fe7f655c549e8dce5b34218221890fa5ccc34.
While things appeared to work, there were actually invalid references
to CAR storage after CAR was torn down on boards without
EARLY_CBMEM_INIT. It was discussed use of CAR_GLOBAL should be
restricted to boards that handle CAR migration properly.

Assume EARLY_CBMEM_INIT=y everywhere and remove option from Kconfig.
If romstage does not make the cbmem_initialize() call, features like
COLLECT_TIMESTAMPS and early CBMEM_CONSOLE will execute during
romstage, but that data will get lost as no CAR migration is
executed.

Change all PCI configuration accesses to MMIO on all boards
with SandyBridge and IvyBridge. To enable MMIO style access,
add explicit PCI IO config write in the bootblock.
