CB:55452 uses FMAP instead of "cbfs master header".
The flash size statement in vboot-rw.fmd does not contain the start
address, resulting in a non-booting system.
Add start address to FLASH statement.

The romstage does not fit in RO_SECTION.
Increase the CBFS size in RO_SECTION.

Add VBOOT support.
Disable USE_VENDOR_ELTAN when VBOOT is enabled.
Add FMD file and split binary into RW and RO region settings.
Tested on Facebook FBG1701
