The .inc suffix is confusing to various tools as it's not specific to
Makefiles. This means that editors don't recognize the files, and don't
open them with highlighting and any other specific editor functionality.
This issue is also seen in the release notes generation script where
Makefiles get renamed before running cloc.

Introduce the HAVE_CONFIGURABLE_APMC_SMI_PORT Kconfig option that when
not selected will result in a default implementation of
pm_acpi_smi_cmd_port to be included in the build that returns APM_CNT.
SoCs that provide their own pm_acpi_smi_cmd_port implementation, need to
select this Kconfig option.

To help identify the licenses of the various files contained in the
coreboot source, we've added SPDX headers to the top of all of the
.c and .h files. This extends that practice to Makefiles.
Any file in the coreboot project without a specific license is bound
to the license of the overall coreboot project, GPL Version 2.
This patch adds the GPL V2 license identifier to the top of all
makefiles in the mainboard directory that don't already have an SPDX
license line at the top.

This drops VBOOT_NO_BOARD_SUPPORT.
There is little impact of always having recovery_mode_switch()
implemented in bootmode.c. A weak write_protect_state() is not
necessary as there is no BOOT_DEVICE_SPI_FLASH with the emulation.
Call to fill_lb_gpios() is already guarded with CONFIG(CHROMEOS)
so the weak implementation would not be referenced.

TSEG is located below TOLUD. The size is configured in ESMRAMC but can
also be configured with "-global mch.extended-tseg-mbytes=5" command
line argument. Note that the size in ESMRAMC needs to be 'invalid' (3)
for this to take action.
coreboot will leave TSEG at the default 1MiB.
Note that even if TSEG does not end up being used, it is likely a good
idea to not put anything there as if SMM gets locked down by something
else it will suddenly be inaccessible.

The X86 Qemu targets use the AMD64 SMM save state, but unlike
most AMD CPU's the PM ACPI SMI port is not configurable and uses
the Intel default APM_CNT, 0xb2 port.
This will be used by the common save state handler.

Allow Chrome OS to be enabled for this QEMU target. By default
this does not change anything unless it is selected in the build
configuration, but it makes it possible.
Native VGA init is not forced when Chrome OS is enabled because the
drm-bochs driver does not work with chrome (even the latest upstream
kernel driver with drm atomic support) but it does work with virtio.
The coreboot graphics init needs to match what is selected with qemu
(with -vga std or -vga virtio) which in turn will determine which
kernel driver is used.
A second FMAP is added with both RW-A and RW-B regions which is
required by chromeos.
Recovery mode can be entered by supplying a custom fw_cfg option
when launching qemu: -fw_cfg name=opt/cros/recovery,string=1

Qemu does not have a real CAR but postcar stage is still useful
for testing the stage.
The postcar stage is also mandatory for x86_64 to setup
pagetables for x86_64 ramstage.
Do not set up MTRRs, as qemu ignores them anyways.
Tested on qemu-i440fx and qemu-q35.

Use memory map from fw_cfg e820 map to find cbmem_top in romstage to
avoid conflicts with CMOS option table. Keep qemu_gwt_memory_size() as
fallback.

Useful for testing stuff in C_ENVIRONMENT_BOOTBLOCK, like
VBOOT with separate verstage.
Changes:
* Use symbols to set up CAR and STACK
* Zero CAR area
* Move BIST failure checking to cpu folder
* Rename functions where necessary
Tested:
* qemu-2.11.2 machine pc
* qemu-2.11.2 machine q35
Test result:
* BIST error reporting is still working.
* Console starts in bootblock
* SeaBios 1.11.2 as payload is still working

When building up which files to include in romstage there
were both 'cpu_incs' and 'cpu_incs-y' which were used to
generate crt0.S. Remove the former to settle on cpu_incs-y
as the way to be included.
