Add a function to check sanity of a given RTC date and time.
Invalid values in terms of overrun ranges of the registers can lead to
strange issues in the OS.

Algorithm used to calculate weekday is now based on Zeller's rule, so it
does not need if statement constraining year to 1971 and later.

are now license only)

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

This function appeared previously unused (called only from rtc_display, also unused),
but it returned an incorrect weekday. Change the algorithm to use Zeller's Rule, a
well-known algorithm for calculuating weekdays.

Add functions to convert between seconds and a struct rtc_time. Also
add a function that can display the time on the console.

BRANCH=none
TEST=(partial) with future commits and after setting RTC on the EC:
boot on gru into linux shell, check firmware log:
localhost ~ # grep Date: /sys/firmware/log
Date: 2016-06-20 (Monday) Time: 18:01:44
Then reboot ~10 seconds and check again:
localhost ~ # grep Date: /sys/firmware/log
Date: 2016-06-20 (Monday) Time: 18:01:54
