Some Intel SoC may need preparation before reset can be properly
handled. Add callback that chip/soc code can implement.

This patch has a basic structure of vboot2 integration. It supports only Nyans,
which have bootblock architecture and romstage architecture are
compatible from linker's perspective.
TEST=Built with VBOOT2_VERIFY_FIRMWARE on/off. Booted Nyan Blaze.

Commit "romcc: Don't fail on function prototypes" (11a7db3b) [1]
made romcc not choke on function prototypes anymore. This
allows us to get rid of a lot of ifdefs guarding __ROMCC__ .
