Disable and enable GIC before switching off a CPU and after bringing it up back respectively. BUG=None BRANCH=None TEST=Compiles successfully and psci commands work for ryu. The GIC is ARM's "Generic Interrupt Controller". This change essentially implements the rudimentary support for a GICv2 implementation that routes all interrupts to Group1.
