This patch removes the recently added update8/16/32/64() API and
replaces it with clrsetbits8/16/32/64(). This is more in line with the
existing endian-specific clrsetbits_le16/32/64() functions that have
been used for this task on some platforms already. Rename clrsetbits_8()
to clrsetbits8() to be in line with the new naming.
Keep this stuff in <device/mmio.h> and get rid of <mmio.h> again because
having both is confusing and we seem to have been standardizing on
<device/mmio.h> as the standard arch-independent header that all
platforms should include already.
Also sync libpayload back up with what we have in coreboot. (I'm the
original author of the clrsetbits_le32-definitions so I'm relicensing
them to BSD here.)

Libpayload has a family of functions that can "encode" or "decode" an
endian-specific integer onto a byte stream pointer. These allow writing
more pretty code than a raw be32_to_cpu/cpu_to_be32 with pointer casts
in many (de-)serialization scenarios, so let's add them to coreboot as
well.

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.

The current endian API support in coreboot doesn't follow
any known API that can be shared in userland as well as coreboot
proper. To that end provide big and little endian helper functions
that can be used in code that can be shared within coreboot proper
and userland tools.

As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.
However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.
util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.

This patch removes quite a bit of code duplication between cpu_to_le32()
and clrsetbits_le32() style macros on the different architectures. This
also syncs those macros back up to the new write32(a, v) style IO
accessor macros that are now used on ARM and ARM64.

unfortunately something about the new macro notation makes the compiler
evaluate it more efficiently (not recalculating the address between the
read and the write), so this was of limited value.

Summary:
Isolate CBFS underlying I/O to board/arch-specific implementations as
"media stream", to allow loading and booting romstage on non-x86.
CBFS functions now all take a new "media source" parameter; use
CBFS_DEFAULT_MEDIA if you simply want to load from main firmware.
API Changes:
cbfs_find => cbfs_get_file.
cbfs_find_file => cbfs_get_file_content.
cbfs_get_file => cbfs_get_file_content with correct type.
CBFS used to work only on memory-mapped ROM (all x86). For platforms like ARM,
the ROM may come from USB, UART, or SPI -- any serial devices and not available
for memory mapping.
To support these devices (and allowing CBFS to read from multiple source
at the same time), CBFS operations are now virtual-ized into "cbfs_media". To
simplify porting existing code, every media source must support both "reading
into pre-allocated memory (read)" and "read and return an allocated buffer
(map)". For devices without native memory-mapped ROM, "cbfs_simple_buffer*"
provides simple memory mapping simulation.
Every CBFS function now takes a cbfs_media* as parameter. CBFS_DEFAULT_MEDIA
is defined for CBFS functions to automatically initialize a per-board default
media (CBFS will internally calls init_default_cbfs_media). Also revised CBFS
function names relying on memory mapped backend (ex, "cbfs_find" => actually
loads files). Now we only have two getters:

Test results:
- Verified to work on x86/qemu.
- Compiles on ARM, and follow up commit will provide working SPI driver.
