This adds SPDX-License-Identifiers to all of the files in src/include
that are missing them or have unrecognized identifiers.
Files that were written specifically for coreboot and don't have license
information are licensed GPL-2.0-only, which is the license for the
overall coreboot project.
Files that were sourced from Linux are similarly GPL-2.0-only.
The cpu/power files were committed with source that was licensed as
GPL-2.0-or-later, so presumably that's the license for that entire
commit.
The final file, vbe.h gives a pointer to the BSD-2-Clause license
at opensource.org.

We have known for a while that the old x86 model of calling init_timer()
in ramstage doesn't make sense on other archs (and is questionable in
general), and finally removed it with CL:219719. However, now timer
initialization is completely buried in the platform code, and it's hard
to ensure it is done in time to set up timestamps. For three out of four
non-x86 SoC vendors we have brought up for now, the timers need some
kind of SoC-specific initialization.
This patch reintroduces init_timer() as a weak function that can be
overridden by platform code. The call in ramstage is restricted to x86
(and should probably eventually be removed from there as well), and
other archs should call them at the earliest reasonable point in their
bootblock. (Only changing arm for now since arm64 and mips bootblocks
are still in very early state and should sync up to features in arm once
their requirements are better understood.) This allows us to move
timestamp_init() into arch code, so that we can rely on timestamps
being available at a well-defined point and initialize our base value as
early as possible. (Platforms who know that their timers start at zero
can still safely call timestamp_init(0) again from platform code.)

Add GENERIC_UDELAY Kconfig option so that a generic
udelay() implementation is provided utilizing the
monotonic timer. That way each board/chipset doesn't
need to duplicate the same udelay(). Additionally,
assume that GENERIC_UDELAY implies init_timer()
is not required.

There is redundancy in terms of use of init_timer. We have a Kconfig option to
decide whether a board has init_timer as well as we use a stub for init_timer in
places where we do not have any init_timer defined. Thus, remove the Kconfig
option. Henceforth, all boards that do not have init_timer functionality can
include a stub_timer if required.

Commit "romcc: Don't fail on function prototypes" (11a7db3b) [1]
made romcc not choke on function prototypes anymore. This
allows us to get rid of a lot of ifdefs guarding __ROMCC__ .

ram linuxbios_ram instead of linuxbios_c and linuxbios_payload...
- Reordered the linker sections so the LinuxBIOS fallback image can take more the 64KiB on x86
- ROM_IMAGE_SIZE now will work when it is specified as larger than 64KiB.
- Tweaked the reset16.inc and reset16.lds to move the sanity check to see if everything will work.
- Start using romcc's built in preprocessor (This will simplify header compiler checks)
- Add helper functions for examining all of the resources
- Remove debug strings from chip.h
- Add llshell to src/arch/i386/llshell (Sometime later I can try it...)
- Add the ability to catch exceptions on x86
- Add gdb_stub support to x86
- Removed old cpu options
- Added an option so we can detect movnti support
- Remove some duplicate definitions from pci_ids.h
- Remove the 64bit resource code in amdk8/northbridge.c in preparation for making it generic
- Minor romcc bug fixes
