In the non-timeout case in recv_ec_data_timeout, a message like this one
will get printed at BIOS_SPEW log level: "recv_ec_data_timeout: 0x00".
The "timeout" part of the function name corresponds to what the function
does, but the message will only be printed when not running into the
timeout which is a bit misleading and might suggest a problem when there
is none. To avoid this possible confusion, don't use the function name
in the printk, but use "Data from EC:" instead.

The `send` and `recv` API functions currently print error messages
if a timeout occurs while polling the EC, but they perform the I/O
transaction regardless. This can put the EC in a bad state or
otherwise invoke undefined hardware behavior.
Most callers ignore the return value currently, but for callers
which do not, we should make sure our behavior is correct.

- Move EC send/receive polling code to their own functions
- Add named constants for poll timeouts and delay interval
- Use human-readable timeout values
- Add `send`/`recv` functions which support custom timeouts
- Remove extra 10us delays between polling and performing a given
transaction
- Use constants from `ec.h` for standard EC command opcodes
Tested on a Lenovo Edge E530, which takes similar code paths to
the Lenovo Twist S230u.

There was no code attached to this driver and hence one couldn't hook
it up to any device. Even if mentioned in the `devicetree.cb` it was
still dead code.

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

For files built in ramstage and smm -classes, testing
for !__PRE_RAM__ is redundant.
All chip_operations are exluded with use of DEVTREE_EARLY
in static devicetree, so garbage collection will take care
of the !__SMM__ cases.

EC's output could be considered as a queue, and sometimes (observed on
Thinkpad T400s during cold boot) a few (only one observed) garbage bytes
may detained in such queue after power up. Those garbage bytes should be
checked and discarded first before real interactions, otherwise they may
disrupt the interaction during EC's enablement, causing a locked rfkill.

It encourages users from writing to the FSF without giving an address.
Linux also prefers to drop that and their checkpatch.pl (that we
imported) looks out for that.
This is the result of util/scripts/no-fsf-addresses.sh with no further
editing.

As per discussion with lawyers[tm], it's not a good idea to
shorten the license header too much - not for legal reasons
but because there are tools that look for them, and giving
them a standard pattern simplifies things.
However, we got confirmation that we don't have to update
every file ever added to coreboot whenever the FSF gets a
new lease, but can drop the address instead.
util/kconfig is excluded because that's imported code that
we may want to synchronize every now and then.

Here's the great news: From now on you don't have to worry about
hitting the right io.h include anymore. Just forget about romcc_io.h
and use io.h instead. This cleanup has a number of advantages, like
you don't have to guard device/ includes for SMM and pre RAM
anymore. This allows to get rid of a number of ifdefs and will
generally make the code more readable and understandable.
Potentially in the future some of the code in the io.h __PRE_RAM__
path should move to device.h or other device/ includes instead,
but that's another incremental change.

Adds a new src/ec subdir for embedded controllers (mostly found in laptops)
and converts Getac P470 and Roda RK886EX to use the new ACPI EC instead
of having their own copies of those functions.
