These files were trying to document the parameters, but didn't have
the syntax quite right. Change the comments from @varname to
@param varname as required by doxygen.

This imports TPS65090 PMIC from u-boot and adds/updates Makefiles
and Kconfig files. The follow-up patch will re-factor the code.
