To help identify the licenses of the various files contained in the
coreboot source, we've added SPDX headers to the top of all of the
.c and .h files. This extends that practice to Makefiles.
Any file in the coreboot project without a specific license is bound
to the license of the overall coreboot project, GPL Version 2.
This patch adds the GPL V2 license identifier to the top of all
makefiles in the drivers directory that don't already have an SPDX
license line at the top.

Commit d054bbd4f1ba ("Makefile.inc: fix multiple jobs build issue")
added a dependency on $(obj)/fmap_config.h to all .c source files in all
stages, so it's not needed any more to add it as a dependency to files
that include fmap_config.h.

coreboot uses TianoCore interchangeably with EDK II, and whilst the
meaning is generally clear, it's not the payload it uses. EDK II is
commonly written as edk2.
coreboot builds edk2 directly from the edk2 repository. Whilst it
can build some components from edk2-platforms, the target is still
edk2.

Recent changes to both coreboot and edk2 means that UefiPayloadPkg
seems to work on all hardware. It has been tested on:
* Intel Core 2nd, 3rd, 4th, 5th, 6th, 8th, 8th, 9th, 10th,
11th and 12th generation processors
* Intel Small Core BYT, BSW, APL, GLK and GLK-R processors
* AMD Stoney Ridge and Picasso
This includes the problematic Lenovo X230s. The most likely fixes are:
* Configuring the PCI Base and Length in edk2
* Fixes to the HostBridgeLib in edk2
* Adjustment to the SD/eMMC initialisation timeout
This means we can now remove the already deprecated option for
CorebootPayloadPkg and the legacy 8254 timer build option.

The SMMSTORE_IN_CBFS option was just meant as a workaround for an
attempt to backport SMMSTORE into older Chromebooks that never actually
happened. All current and future users of coreboot should be using
SMMSTORE in an FMAP region. The APIs needed for SMMSTORE_IN_CBFS clash
with the CBFS rdev isolation needed for CBFS_VERIFICATION, so let's just
get rid of it.

We had the addrspace_32bit rdev in prog_loaders.c for a while to help
represent memory ranges as an rdev, and we've found it useful for a
couple of things that have nothing to do with program loading. This
patch moves the concept straight into commonlib/region.c so it is no
longer anchored in such a weird place, and easier to use in unit tests.
Also expand the concept to the whole address space (there's no real need
to restrict it to 32 bits in 64-bit environments) and introduce an
rdev_chain_mem() helper function to make it a bit easier to use. Replace
some direct uses of struct mem_region_device with this new API where it
seems to make sense.

SMMSTORE version 2 is a complete redesign of the current driver. It is
not backwards-compatible with version 1, and only one version can be
used at a time.
Key features:
* Uses a fixed communication buffer instead of writing to arbitrary
memory addresses provided by untrusted ring0 code.
* Gives the caller full control over the used data format.
* Splits the store into smaller chunks to allow fault tolerant updates.
* Doesn't provide feedback about the actual read/written bytes, just
returns error or success in registers.
* Returns an error if the requested operation would overflow the
communication buffer.
Separate the SMMSTORE into 64 KiB blocks that can individually be
read/written/erased. To be used by payloads that implement a
FaultTolerant Variable store like TianoCore.
The implementation has been tested against EDK2 master.
An example EDK2 implementation can be found here:

This fixes the following:
- Fix smmstore_read_region to actually read stuff
- Clean up the code a little
- Change the loglevel for non error messages to BIOS_DEBUG
- Use an incoherent rdev to potentially speed up reading access
TESTED on google/wolf with out of tree patch to hook up smmstore to

As discussed on the mailing list and voted upon, the coreboot project
is going to move the majority of copyrights out of the headers and into
an AUTHORS file. This will happen a bit at a time, as we'll be unifying
license headers at the same time.
Updated Authors file is in a separate commit.

Use a raw fmap region SMMSTORE for the SMMSTORE mechanism, while
keeping the initial option to use a cbfsfile.
TESTED on Asus P5QC, (although it looks like the tianocore patches
using it might need some love as they can't seem to save properly).
