To help identify the licenses of the various files contained in the
coreboot source, we've added SPDX headers to the top of all of the
.c and .h files. This extends that practice to Makefiles.
Any file in the coreboot project without a specific license is bound
to the license of the overall coreboot project, GPL Version 2.
This patch adds the GPL V2 license identifier to the top of all
makefiles in the drivers directory that don't already have an SPDX
license line at the top.

Add Kconfig SOC_RAS_BMS_SEL and corresponding support for
generating PCIe error SEL records and sending them to BMC.
Add PCIe error definitions.
This is needed for SMM, so build the ipmi kcs driver in SMM.

De-duplicate common initialization code (self-test and device
identification) and put it in a new ipmi_if.c unit, which is
supposed to work with any underlying IPMI interface.

Add a new driver for OEM commands and select it from x11-lga1151-series.
The driver communicates the BIOS version and date to the BMC using OEM
commands. The command should be supported on all X11 series mainboards,
but might work with older BMC, too.
Tested on X11SSH-TF:
The BIOS version strings are updated on boot and are visible in the
BMC web UI.

It's necessary to run IPMI commands in romstage for writing error SEL
such as memory initialization error SEL, and also for other usages
such as starting FRB2 timer, OEM commands, etc.
Add CONFIG_BMC_KCS_BASE for BMC KCS port address that can be used
across romstage and ramstage.

Implemented according to IPMI "Platform Management
FRU Information Storage Definition" specification
v1.0 for reading FRU data Product Info Area and
Board Info Area.
SMBIOS data can be updated with the FRU data.
Tested on OCP Mono Lake.

Add a function for initializing and starting FRB2 timer with the
provided countdown and action values, and a stop function for
stopping the timer.
Tested on OCP Monolake.

* Get IPMI version over KCS.
* Generates ACPI SPMI table for IPMI KCS.
* Generates SMBIOS type 38 for IPMI KCS.
* Generates ACPI SPMI device for IPMI KCS on LPC device.

To use this driver on BMC that support KCS on I/O:
1. Add an entry to the devicetree.cb:
chip drivers/ipmi
device pnp ca2.0 on end # IPMI KCS
end
2. Select IPMI_KCS in Kconfig.
3. (Optional) enable LPC I/O decode for the given address.
Tested on Wedge100s.

The use of ramstage.a required the build system to handle some
object files in a special way, which were put in the drivers
class.
These object files didn't provide any symbols that were used
directly (but only via linker magic), and so the linker never
considered them for inclusion.
With ramstage.a gone, we can drop this special class, too.
