As discussed on the mailing list and voted upon, the coreboot project
is going to move the majority of copyrights out of the headers and into
an AUTHORS file. This will happen a bit at a time, as we'll be unifying
license headers at the same time.
Updated Authors file is in a separate commit.

Initially, I wanted to move only the Kconfig DISPLAY_MTRRS into the
"Debug" menu. It turned out, though, that the code looks rather generic.
No need to hide it in soc/intel/.
To not bloat src/Kconfig up any further, start a new `Kconfig.debug`
hierarchy just for debug options.
If somebody wants to review the code if it's 100% generic, we could
even get rid of HAVE_DISPLAY_MTRRS.

Its spreading copies got out of sync. And as it is not a standard header
but used in commonlib code, it belongs into commonlib. While we are at
it, always include it via GCC's `-include` switch.
Some Windows and BSD quirk handling went into the util copies. We always
guard from redefinitions now to prevent further issues.

This patch to ensure that coreboot is able to store memory
training data into SPI and perform platform lockdown after
PCI enumeration is done before handing over control to
NotifyPhase() - Post PCI enumeration.
Modified coreboot bootstate execution order below:
BS_DEV_ENUMERATE - BS_ON_EXIT - Store Memory training data into SPI
BS_DEV_RESOURCES - BS_ON_EXIT - Platform Lock Down after PCI enumeration
BS_DEV_ENABLE - BS_ON_ENTRY - NotifyPhase() post PCI enumeration
TEST=Please find test case and results for Chrome Devices as Apollolake- Reef,

Tested the patches more thoroughly, from the S5->S0, S3->S0 bootlog there
is no noticeable difference.
On a reboot, suspend resume from Chrome console, the mrc cache is found,

Fix the following error detected by checkpatch.pl:
ERROR: "(foo*)" should be "(foo *)"
False positives are generated by checkpatch for the following condition
which is not properly detecting the variable type:
ERROR: need consistent spacing around '*' (ctx:WxV)
The false positives are found in debug.h and upd_display.c

The end of firmware notification is currently not being tracked
so it's hard to get good data on how long it takes. Update the
code to provide timestamp data as well as post codes.

The following patch is based off of the UEFI 2.6 patch. The FSP header files
are temporarily staying in soc/intel/apollolake and FspUpd.h has been relocated
since the other headers expect it to be in the root of an includable directory.
Any struct defines were removed since they are defined in the headers and no
longer need to be explicity declared as struct with the UEFI 2.6 includes.

Other SOC platforms need to handle the FspNotify calls in the same way
as Apollo Lake. Migrate the FspNotify calls into the FSP 2.0 driver.
Provide a platform callback to handle anything else that needs to be
done after the FspNotify call.
Display the MTRRs before the first call to fsp_notify.

Disable the chatty FSP behavior for normal builds. Use a Kconfig value
to enable the display of the FSP call entry points, the call parameters
and the returned status for MemoryInit, SiliconInit and FspNotify. The
debug code is placed into drivers/intel/fsp2_0/debug.c.

By design, FSP will send POST codes to port 80. In this case we have
both coreboot and FSP pushing post codes, which may make debugging
harder. In order to get a clear picture of where FSP execution begins
and ends, send post codes before and after any call to the FSP blobs.
Note that sending a post code both before and after is mostly useful
on chromeec enabled boards, where the EC console will provide a
historic list of post codes.

This adds Notify Phase API. This is an important call that is used
to inform FSP runtimes of different stages of SoC initializations
by the coreboot.
