Shorten define names containing PCI_{DEVICE,VENDOR}_ID_ with
PCI_{DID,VID}_ using the commands below, which also take care of some
spacing issues. An additional clean up of pci_ids.h is done in
CB:61531.
Used commands:

The BH720 PCR registers are accessed using an index/data register pair.
Introduce some helper functions to clarify the PCR register operations.

Except for one debug print in sarien, both functions are identical.
Move them to driver code to avoid unnecessary redundancy.

As discussed on the mailing list and voted upon, the coreboot project
is going to move the majority of copyrights out of the headers and into
an AUTHORS file. This will happen a bit at a time, as we'll be unifying
license headers at the same time.
Updated Authors file is in a separate commit.

Auto-discoverable PCI devices do not require field .enable_dev
of chip_operations to be set. They are matched with PCI drivers
by the use of PCI vendor and device ID fields.
The name given for the chip_operations struct must match the
pathname the way it is present in the devicetree.cb files. If
there was no match, util/sconfig would currently choose to
use the empty weak declaration it creates in static.c file.

As per internal discussion, there's no "ChromiumOS Authors" that's
meaningful outside the Chromium OS project, so change everything to the
contemporary "Google LLC."
While at it, also ensure consistency in the LLC variants (exactly one
trailing period).
"Google Inc" does not need to be touched, so leave them alone.

Bayhub eMMC controller default runs SD base 50MHz at the first power on.
After boot into OS, mmc kernel driver will config controller to HS200/208MHz
and send MMC CMD21 (tuning block).
But Bayhub PCR register 0x3E4[22] (eMMC MODE select) is not clear
after system warm reset.
So eMMC will still run 208Mhz but there is no block tuning cmd in depthcharge.
It will cause two Sandisk eMMC (SDINBDA4-64G-V/SDINBDA4-32G-V) to fail to
load kernel and trap in 0x5B error (No bootable kernel found on disk).

Careena EVT SanDisk EMMC sku has high fail rate of 0x5B reboot failure.
It'll need to increase 1.8V EMMC CLK/CMD, Data driving strength for
this issue.

Put the PCIe clock pins in power-saving mode for the BayHub eMMC bridge to
save power. This requires use of an additional register (Misc control
register 2) and another bit in the existing 'protect' register. The naming
of bit 0 of that register is incorrect, based on the latest datasheet
(14 June 2018) so fix that too.
