The sections .rom.* were for romcc and no longer used.
Some romcc comments were left behind when guards were removed.

They're listed in AUTHORS and often incorrect anyway, for example:
- What's a "Copyright $year-present"?
- Which incarnation of Google (Inc, LLC, ...) is the current
copyright holder?
- People sometimes have their editor auto-add themselves to files even
though they only deleted stuff
- Or they let the editor automatically update the copyright year,
because why not?
- Who is the copyright holder "The coreboot project Authors"?
- Or "Generated Code"?
Sidestep all these issues by simply not putting these notices in
individual files, let's list all copyright holders in AUTHORS instead
and use the git history to deal with the rest.

The romcc bootblock will be deprecated soon and most platforms use
C_ENVIRONMENT_BOOTBLOCK already. This patch drops the
CONFIG_C_ENVIRONMENT_BOOTBLOCK symbol and adds CONFIG_ROMCC_BOOTBLOCK
where needed.

Followup removes SIPI_VECTOR_IN_ROM and it seems reasonable
enough to force the alignment unconditionally to page size.
Reason for the conditionals is the alignment is not possible
with romcc bootblocks having total size less than 4 kiB.

This was used to check romcc-built bootblock and romstage
agree about the location of 16-bit entrypoint. There was
no need to customize it as bootblock size requirement did
not grow. Just check for a fixed location at 4 GiB - 4 KiB.
With C_ENVIRONMENT_BOOTBLOCK we can have a proper symbol
for the purpose, since it appears in the same compilation
unit. It will adjust if C_ENV_BOOTBLOCK_SIZE changes.

The Intel cave creek chipset needs to have port 80 routing configured
before any post codes can be sent to port 80h. Sending post codes out
before the routing is done will hang the system.
This patch allows us to disable the first couple of post codes that go
out before the routing can be configured.
The Kconfig symbol is selected by the cave creek chipset (fsp_i89xx).

In a case of CS & 0x0fff != 0x0, lidt memory operand does not point
to nullidt, this can raise an exception and shutdown the CPU.
When an AP CPU receives 8-bit Start-Up IPI vector yzH, it starts
execute at physical address 000yz000H. Seems this translates to
either yz00:0000 or y000:z000 (CS:IP), depending of the CPU model.
With the change entry16.inc is relocatable as the commentary suggests
and can be used as ap_sipi_vector on SMP systems.
