Some guarding is not needed because the linker drops the code,
other guarding is not needed because all platforms using the code now
have C_ENVIRONMENT_BOOTBLOCK.

The file cache_as_ram_ht.inc is used across a variety
of CPUs and northbridges. We need to split it anyway
for future C_ENVIRONMENT_BOOTBLOCK and verstage work.
Split and rename the files, remove code that is globally
implemented in POSTCAR_STAGE framework already.

Model 6ex are Core Solo and Core Duo CPUs (yonah) that never existed
with a LGA775 socket.
This reduces the size of the microcode from 180k to 168k.

None of the sockets has actual configuration options, so the source
for them is only cosmetical boilerplate. Hence, drop it. This reduces
the sockets to be selectors for certain CPU types, which will be dropped
in future commits, and mainboards will select their CPUs directly rather
than through an additional layer of indirection (sockets)

Model 1067x requires speedstep.
