The .inc suffix is confusing to various tools as it's not specific to
Makefiles. This means that editors don't recognize the files, and don't
open them with highlighting and any other specific editor functionality.
This issue is also seen in the release notes generation script where
Makefiles get renamed before running cloc.

To help identify the licenses of the various files contained in the
coreboot source, we've added SPDX headers to the top of all of the
.c and .h files. This extends that practice to Makefiles.
Any file in the coreboot project without a specific license is bound
to the license of the overall coreboot project, GPL Version 2.
This patch adds the GPL V2 license identifier to the top of all
makefiles in the cpu directory that don't already have an SPDX
license line at the top.

The current design of the `ucode-<variant>.bin` file combines all
possible microcode per cpuid into a unified blob. This model increases
the microcode loading time from RW CBFS due to higher CBFS verification
time (the bigger the CBFS binary the longer the verification takes).
This patch creates a provision to pack individual microcodes (per CPUID)
into the CBFS (RO and RWs). Implementation logic introduces
CPU_INTEL_MICROCODE_CBFS_SPLIT_BINS config which relies on converting
Intel CPU microcode INC file into the binary file as per format
specified as in `cpu_microcode_$(CPUID).bin`.
For example: Intel CPU microcode `m506e3.inc` to convert into
`cpu_microcode_506e3.bin` binary file for coreboot to integrate if
CPU_INTEL_MICROCODE_CBFS_SPLIT_BINS config is enabled.
Another config named CPU_INTEL_UCODE_SPLIT_BINARIES is used to specify
the directory name (including path) that holds the split microcode
binary files per CPUID for each coreboot variants.
For example: if google/kunimitsu had built with Intel SkyLake processor
with CPUID `506e3` and `506e4` then CPU_INTEL_UCODE_SPLIT_BINARIES
refers to the directory path that holds the split microcode binary
files aka cpu_microcode_506e3.bin and cpu_microcode_506e4.bin.

Users of this config option requires to manually place the microcode
binary files per CPUIDs as per the given format
(`cpu_microcode_$(CPUID).bin`) in a directory. Finally specify the
microcode binary directory path using CPU_UCODE_SPLIT_BINARIES config.
Additionally, modified the `find_cbfs_microcode()` logic to search
microcode from CBFS by CPUID. This change will improve the microcode
verification time from the CBFS, and will make it easier to update
individual microcodes.

The Intel Firmware Interface Table (FIT) is a bit of an annoying outlier
among CBFS files because it gets manipulated by a separate utility
(ifittool) after cbfstool has already added it to the image. This will
break file hashes created for CBFS verification.
This is not actually a problem when booting, since coreboot never
actually loads the FIT from CBFS -- instead, it's only in the image for
use by platform-specific mechanisms that run before coreboot's
bootblock. But having an invalid file hash in the CBFS image is
confusing when you want to verify that the image is correctly built for
verification.
This patch adds a new CBFS file type "intel_fit" which is only used for
the intel_fit (and intel_fit_ts, if applicable) file containing the FIT.
cbfstool will avoid generating and verifying file hashes for this type,
like it already does for the "bootblock" and "cbfs header" types. (Note
that this means that any attempt to use the CBFS API to actually access
this file from coreboot will result in a verification error when CBFS
verification is enabled.)

When rebuilding coreboot the empty fit table added to added to CBFS
stays the same so the build process sees no reason to update the file.
In the meantime ifittool did update that file for instance to add
microcode update entries. So each time coreboot is rebuilt the entries
are appended to the FIT table which runs out of space at some point.
One way to deal with this is to clear the fit table when setting the
pointer inside the bootblock.
TESTED: Now running 'make' again on prodrive/hermes does not report an
error with a filled FIT table.

'-t' is not needed when setting the FIT pointer and breaks
it as '-t' needs an argument so the $(TS_OPTIONS) is not properly

With CBnT a digest needs to be made of the IBB, Initial BootBlock, in
this case the bootblock. After that a pointer to the BPM, Boot Policy
Manifest, containing the IBB digest needs to be added to the FIT
table.
If the fit table is inside the IBB, updating it with a pointer to the
BPM, would make the digest invalid.
The proper solution is to move the FIT table out of the bootblock.
The FIT table itself does not need to be covered by the digest as it
just contains pointers to structures that can by verified by the
hardware itself, such as microcode and ACMs (Authenticated Code
Modules).

Target added to INTERMEDIATE all operate on coreboot.pre, each modifying
the file in some way. When running them in parallel, coreboot.pre can be
read from and written to in parallel which can corrupt the result.
Add a function to create those rules that also adds existing
INTERMEDIATE targets to enforce an order (as established by evaluation
order of Makefile.inc files).
While at it, also add the addition to the PHONY target so we don't
forget it.

Since we now have more freedom in the bootblock linking step it no
longer makes sense to use a monolithic bootblock.S. Code segments must
still be included as the order in bootblock.S determines code flow.
However, non-code flow related assembly stubs don't need to be directly
included in bootblock.S

The x86 bootblock linking is a mess. The bootblock is treated in
a very special manner, and never received the update to link-time
garbage collection.
On newer x86 platforms, the boot media is no longer memory-mapped.
That means we need to do a lot more setup in the bootblock. ROMCC is
unsuitable for this task, and walkcbfs only works on memory-mapped
CBFS. We need to revise the x86 bootflow for this new case.
The approach this patch series takes is to perform CAR setup in the
bootblock, and load the following stage (either romstage or verstage)
from the boot media. This approach is not new, but has been done on
our ARM ports for years.
Since we will be adding .c files to the bootblock, it is prudent to
use link-time garbage collection. This is also consistent to how we
do things on other architectures. Unification FTW!

Haswell CPUs require a FIT table in the firmware. This commit
adds rudimentary support for a FIT table. The number of entries
in the table is based on a configuration option. The code only
generates a type 0 entry. A follow-on tool will need to be developed
to populate the FIT entries as well as checksumming the table.
Verified image has a FIT pointer and table when option is selected.
