Returning a NULL device name can cause issues if something else does
handle it.
E.g. UART and GNA devices on Intel Alder Lake-N cause
INTERNAL_POWER_ERROR BSOD's in Windows when enabled due to invalid
packages being created from a NULL name

If the device has enabled `use_gpio_for_status`, then call the `_STA`
method in `_ON` to determine if the device is already enabled. If it is
already enabled, return early to skip re-enabling the device and
performing the associated sleep.
This change is necessary since the Linux kernel does not call `_STA`
before calling `_ON`.

This change uses a static 8-bit counter in
`acpi_device_add_power_res()` to generate the name of power resource
object rather using a default name "PRIC". This makes it easier to
identify which power resource Linux kernel logs are referring to. If
more than 256 power resources are used in the system, then the counter
will wrap around to 0. However, 256 seems to be a large enough number
for the power resource count.
TEST=Verified that Power Resources are named as expected:
```
dmesg | grep ACPI | grep PR
[ 0.550921] ACPI: Power Resource [PR00] (on)
[ 0.869960] ACPI: Power Resource [PR01] (on)
[ 1.013973] ACPI: Power Resource [PR02] (on)
```
No new ACPI errors are seen in dmesg on brya.

acpi_device_add_power_res currently generates a `_STA` method hardcoded

queries the status of the GPIOs to determine if the power resource is ON

The current implementation of acpi_dp_write() frees the node after it
has written it.
If the structure contains a ACPI_DP_TYPE_CHILD then a recursive call to
acpi_dp_write() frees the child and then frees it again when returning
from the call. This results in a double free.
Split the implementation into two steps, one that ones and one that
frees. This is easier to understand and fixes the bug.
Note: This likely has no effect in coreboot since it doesn't seem to
have a proper free() implementation. But it might gain one one day.

There have been changes to the way device properties are supported
in Linux[1] and Windows[2] which add flexibilty:
- non-standard UUIDs can be used instead of only ACPI_DP_UUID
- support for multiple different packages within the _DSD that
associate different properties with unique UUIDs.
To handle this I extracted the part that does the write of UUID and
properties to a separate function and defined a new PACKAGE type
which has the custom UUID as a name and can be used the same way that
child properties are today.
For example a PCIe root port for a USB4 port has a standard property
indicating the USB4 reference, and then two custom properties which
are defined for different attributes.
Example code:
/* Create property table */
acpi_dp *dsd = acpi_dp_new_table("_DSD");
acpi_dp_add_reference(dsd, "usb4-port", usb4_path);
/* Add package for hotplug */
acpi_dp *pkg = acpi_dp_new_table("6211e2c0-58a3-4af3-90e1-927a4e0c55a4");
acpi_dp_add_integer(pkg, "HotPlugSupportInD3", 1);
acpi_dp_add_package(dsd, pkg);
/* Add package for external port info */
pkg = acpi_dp_new_table("efcc06cc-73ac-4bc3-bff0-76143807c389");
acpi_dp_add_integer(pkg, "ExternalFacingPort", 1);
acpi_dp_add_package(dsd, pkg);
/* Write all properties */
acpi_dp_write(dsd);
Resulting ACPI:
Scope (\_SB.PCI0.TRP0)
{
Name (_DSD, Package ()
{
ToUUID ("daffd814-6eba-4d8c-8a91-bc9bbf4aa301")
Package ()
{
Package () { "usb4-port", \_SB.PCI0.TDM0.RHUB.PRTA }
},
ToUUID ("6211e2c0-58a3-4af3-90e1-927a4e0c55a4"),
Package ()
{
Package () { "HotPlugSupportInD3", One }
},
ToUUID ("efcc06cc-73ac-4bc3-bff0-76143807c389"),
