This upgrades the tint payload to 0.07 version. The sources are
similar enough so that ..._libpayload.patch could be simply git-moved.

Restore the tint build system compatibility with the current version
of buildgcc script while preserving the backwards compatibility.

Three stages of the new tint build system:
1) generate_core.sh extracts the core part from buildgcc script,
most importantly the checksum calculation/verification functions.
2) tintify_core.sh adds the tint-specific footer/header to the core,
such as the properties of current version including its checksum.
3) tint.sh - generated and "tintified" core script - builds a tint.

Old archive is not available anymore. The tint sources inside the new
archive are the same (something changed in a debian subdirectory but
we aren't using it), so a libpayload_tint.patch is still valid.

Last time there was a request to change a link from HTTP to HTTPS, also
it seems more ethical to use a link to the Free Software Foundation
server. SHA1 is the same - 7fcaa428c6d0de7096d1e4fbfd14848096ae5aad.

Fixes two buffer overflows and opens a road to further improvements.
All the previous adjustments to libpayload_tint.patch (including the
latest "use the current time as random seed") have been preserved.
