soc/intel/xeon_sp: Drop DMAR_X2APIC_OPT_OUT
Drop DMAR_X2APIC_OPT_OUT since coreboot is able to enable X2APIC.
TEST: Works fine on OCP/tiogapass, thus drop the opt out.
