soc/intel/common/block/sgx: drop no-ops from PRMRR Kconfig

Since PRMRR size can only be set when SGX is enabled and since SGX
depends on PRMRR size >= 32MB, any lower setting (including "Disabled")
is invalid. Drop these settings.
