mb/siemens/mc_ehl4: Add new board variant based on mc_ehl1

This mainboard is based on mc_ehl1. In a first step, it contains a copy
of mc_ehl1 directory with minimum changes. Special adaptations for
mc_ehl4 mainboard will follow in separate commits.
