soc/intel/alderlake: Utilize `CPU_BCLK_MHZ` over dedicated macro

This patch drops the redundant macro to define CPU BCLK and instead
uses `CPU_BCLK_MHZ` config to calculate the
`smbios_cpu_get_max_speed_mhz`.

TEST=Able to see max cpu speed is correct in smbios table while trying
on Google/Kano.
