mb/google/dedede: Enable Wake on AC connect and disconnect
Handle AC connect and disconnect notifications from Embedded Controller
(EC) and wake from S3/S0ix.
BUG=b:172266344
TEST=Build and Boot to OS in Drawlat. Ensure that the system wakes up
from suspend on AC connect and disconnect on both the TypeC ports.
