soc/amd/phoenix/cpu: use CPUID_ALL_STEPPINGS_MASK
Use CPUID_ALL_STEPPINGS_MASK as CPUID match mask to support all
Phoenix 2 steppings that might be available in the future. Right now it
shouldn't change any behavior.
