soc/amd/stoneyridge: Convert monotonic timer
Use the TSC for the Stoney Ridge monotonic timer. Modern AMD
CPUs have invariant timestamp counters. This patch brings the
feature more in line with other devices and allows the use of
typical monotonic timer functions.
