soc/intel/meteorlake: Enable VMX and VTD
Drops the `FIXME` comment and relevant code as this patch enables
VMX and VTD.
This patch also fixes the problem of additional reboot on every warm
boot due to overriding the CPU soft-strap.
TEST=No extra reboot seen while issuing warm reset from kernel
console.
