soc/qualcomm/common: Move UART SC7180 driver to common section
Move existing UART driver from sc7180 to common folder.
This implements UART driver for QCOM SoC's
BUG=b:182963902
TEST=Validated on qualcomm sc7180 and sc7280 development board.
