sb/intel/bd82x6x: Move ME SMM code into a separate file
This allows dropping some preprocessor usage. The `mkhi_end_of_post` static functions had to be renamed to avoid a name clash. A follow-up will tidy up the code in me_smm.c to reduce some duplication.
