Skylake: Initialize GPIOs for UART2
FSP will initialize GPIOs during TempRamInit. So configure LPSS UART2 GPIOs in native mode after TempRamInit. BRANCH=none BUG=chrome-os-partner:41374 EST=Build and boot on RVP3.
