soc/intel/xeon_sp: Rewrite acpi_create_drhd
Obtain IOMMU (Input/Output Memory Management Unit) info and enumerate devices using device utils instead of FSP HOB interface, which might change across SoC generations and no ambiguity across multiple PCIe segments.
