intel/common/mma: override SAGV to fixed high for MMA tests
Set SAGV to 2 (Fixed High) so that MMA test would
stress memory at high freq point. MMA tests does not
support stressing memory at both high and low points.

TEST=Build and Boot kunimitsu and ran MMA tests.
