soc/intel/cnl: Generate DMAR ACPI table
The platform supports Virtualization Technology for Directed I/O. Generate DMAR acpi table if VT-d feature is enabled. BUG=b:130351429 TEST=Booted to kernel and verified the DMAR table contents.
