mb/google/octopus/variants/foob: Disable xHCI compliance mode
When any USB image disk is connected to the DUT through HUAWEI/APPLE Dongle, press Ctrl + u on the dev screen, it cannot boot from USB. We found the SS hub cannot be enumerated. So disable xHCI compliance mode.
