LinuxBoot/Makefile: Add check if initramfs needs to be built
initramfs is built always, ignoring CONFIG_LINUXBOOT_BUILD_INITRAMFS
Built initramfs only is CONFIG_LINUXBOOT_BUILD_INITRAMFS is set
