ChromeOS mainboards: Move more Kconfig symbols under CHROMEOS
Move the CHROMEOS dependent symbols VIRTUAL_DEV_SWITCH and
VBOOT_DYNAMIC_WORK_BUFFER under the CHROMEOS config options for the
mainboards that use them.
