biostar/am1ml: Switch away from ROMCC_BOOTBLOCK
Switching was done by moving a SIO configuration and
a clocks setup from 'romstage.c' to 'bootblock.c'
TEST=Boots into Ubuntu Linux 16.04.6 without a problem.
