mb/arm/rdn2: Add support for Arm Neoverse N2
Add support for Arm Neoverse N2 Reference design.
Based on Arm Neoverse N2 reference design
Revision: Release D
TEST=Build Arm Neoverse N2 & make sure there is no error.
